Hextech? My research partner and I created it. He wanted to find a way to bring the arcane to those who were not a natural conduit for it, and he had a runic shard given to him by a mage. I had the numbers and could build.
We stabilized the unrefined crystals he had made which allowed us to integrate with technology.

But others think it's something that could be used to benefit existence. Something innate that shouldn't be feared or restricted from others.
It's... world magic. Runic magic integral to the planet in some way... I've never studied it in depth. It isn't something widely known much less accepted before we made progress with it. It feels like...
