Arthur definitely feels Viktor before even seeing him on the observation deck. Ever had the sensation of being right at death's door? NOW HE HAS! Worse, a jumble of thought is going a mile a minute, rolling over and through like the rise and fall of waves at sea.
Someone is a mess. Oh--it's Viktor, leaned on the crutch at the bay window, looking out. He truly does not look anything like the chaos going on elsewhere.

Hextech? My research partner and I created it. He wanted to find a way to bring the arcane to those who were not a natural conduit for it, and he had a runic shard given to him by a mage. I had the numbers and could build.
We stabilized the unrefined crystals he had made which allowed us to integrate with technology.
