There was an uprising once already. When I was young. The Undercity tried to rebel to gain their own independence, but Piltover Enforcers squashed them.
A man who survived went on to unofficially lead the people of Zaun below. I think he had brokered peace somehow with the Enforcers. But then he was murdered, and Zaun became infested with drugs and violent gangs.
Is that right? Unfortunately, such things are wont to thrive when the people are deprived and subjugated. But those in the city should know that violence and disease do not obey border lines.
